Loads the rife-ncnn-vulkan VapourSynth plugin into scripted video-processing pipelines. Creators call it from VapourSynth scripts to interpolate frames with Real-Time Intermediate Flow Estimation on ncnn and Vulkan; it is used by the host framework and does not create a separate app or command.
