Per-application bandwidth limits and traffic priority rules can be managed with a Linux traffic-control wrapper. TrafficToll uses configuration files and the tt command to shape upload and download behavior for selected processes. It changes live networking policy and can break connectivity or hide performance problems, so test rules before applying them broadly.
