Lets software written for the MeTiS interface use Scotch partitioning underneath. This compatibility layer helps scientific and engineering programs keep working when they expect MeTiS-style library calls.
Most users receive it as a dependency of simulation, meshing, or numerical software. It does not add a separate app; developers need it when building or running software that links against this compatibility library.
