Adds the Volodymyr voice for Ukrainian speech output in RHVoice. It is useful for Ukrainian accessibility, document reading, localized prompts, and applications that need speech synthesis.
The package is voice data and is selected through RHVoice-aware tools. Spoken text can contain sensitive information, so use private audio paths when needed.
