Adds the Pavel voice for Russian speech output in RHVoice. It is useful for Russian accessibility workflows, reading aloud, announcements, and applications that need a selectable Russian voice.
This is voice data consumed by RHVoice, not a standalone app. Treat spoken text as sensitive when it comes from documents, messages, or screen-reader output.
