Description

IRC connections and chat history can stay running on a dedicated Quassel core even when no desktop client is open. This is useful for users who want persistent IRC sessions on a server or always-on machine.

It is the background core service for distributed Quassel, not the graphical client. It should be configured with access control and network exposure in mind because connected clients can read chat history and manage IRC connections.
