Description
Parse project changelog documents so release tooling can understand their sections and entries. It helps maintainers inspect or transform release notes without treating the whole file as unstructured text.
This is mostly useful inside developer automation. It does not decide release quality by itself; maintainers still need to check whether the changelog accurately describes user-visible changes, fixes, and upgrade notes.
