Legacy PHP 5.6 applications can convert text between older character sets with the recode library. This helps migrations, old mail processing, imported documents, and regional legacy data remain readable.
It is a text-conversion extension for obsolete PHP. Encoding conversions should be tested with real samples because wrong assumptions can permanently damage names, symbols, and non-English content.
