Description
Perl text-processing tools can convert legacy character sets to and from UTF-16 Unicode. This helps migration scripts, old document importers, mail tools, and data-cleanup jobs preserve text that would otherwise become unreadable.
It is a developer library. Encoding conversion should be tested with real input samples because incorrect assumptions can corrupt names, symbols, and non-English text.
