CPAN-style Changes files can be read, validated, and written by tooling that needs structured release history. This helps Perl maintainers keep changelogs consistent across distributions.
It is mainly a development tool and library for package maintenance. Release notes should still be reviewed by humans because automated structure checks do not guarantee useful wording.
