Perl applications can validate, format, and work with International Standard Serial Numbers for journals, magazines, and other serial publications. It is useful in library, publishing, citation, and metadata tools.
It is a developer library for identifier logic. It can catch structural problems in an ISSN, but it does not confirm that the publication record itself is correct.
