Operating systems and low-level software can use a portable C standard library implementation. Developers use this library when building Managarm-related components, hobby operating systems, or environments that need mlibc instead of glibc or musl.
It is a development/runtime library, not an app to open. Compatibility depends on the target OS, ABI, toolchain, and the software being linked against it.
