Linux Mint-style legacy icons can be added to the desktop through a flat, colorful icon theme based on Paper and Moka. Users install it when they want the older Mint-L visual style available in icon theme settings.
It is an icon theme, not an application. It changes icon artwork only after the desktop environment or toolkit selects it.
