Description
Speech audio can be encoded and decoded in Windows-targeted communication and media software with Speex. Developers use it for legacy voice chat, telephony-style audio, and applications that still need Speex compatibility.
It is a speech codec library, not a calling app. New real-time voice projects may prefer newer codecs such as Opus when compatibility allows.
