MNG animated image files can be created and manipulated in Windows-targeted graphics software with libmng. This package is useful for developers maintaining tools that still need that older image format.
It is an image-format library, not a viewer by itself. Test compatibility because MNG support is less common than formats such as PNG, GIF, or WebP.
