Windows C runtime support can be supplied for mingw-w64 builds that target MSVCRT. This package is a core cross-compilation dependency for producing Windows binaries from Linux.
It is low-level runtime infrastructure, not an app. Choosing the C runtime affects ABI expectations, compatibility, and how programs behave on target Windows systems.
