LLVM-based programs can use the runtime libraries that match the git build of LLVM. They are needed by tools and applications linked against this development version of the LLVM stack.
Most users receive this package as a dependency. It does not provide a normal app to open; compatibility matters because development LLVM libraries can change faster than stable releases.
