Xfce applications can use shared development widgets and interface helpers from libxfce4ui. It helps developers build settings dialogs, about windows, and common desktop UI pieces consistent with Xfce.
Development versions can change API or behavior more often than stable releases. Use them carefully in production desktop builds.
