ICMP echo generation helps monitoring tools measure reachability and latency in the same way ping does. It is useful for diagnostics, service checks, dashboards, and network health tooling.
This is a networking library, not a complete monitoring system. ICMP traffic may be filtered or rate-limited, and scans should respect network ownership and policy.
