32-bit applications can discover and announce devices or services on a local network using SSDP. This is useful for UPnP-style media, smart-device, and local-service discovery workflows.
It is a network library, not a user-facing scanner. Local discovery can reveal devices and services on the LAN, so behavior depends on firewall settings and trusted network boundaries.
