Runtime support for Intel Thread Composability Manager. It helps oneAPI and other threaded runtimes coordinate CPU resources when multiple parallel components are active at the same time.
It works as background runtime infrastructure, not as a user-facing tool. It is mainly relevant when Intel oneAPI software needs predictable behavior between threaded libraries.
