Password-breach checking can be performed offline by downloading the Have I Been Pwned Pwned Passwords hash ranges.
It is useful for administrators and security teams auditing password exposure without sending candidate passwords to a remote service. The data set can be large and sensitive in context, so store it securely and use it only for authorized password checks.
