Russian root certificate authorities can be added to the system trust store when local policy requires them. It is useful for users or administrators who need TLS validation for services that rely on those roots.
This is certificate trust data, not an app. Extra root certificates affect system-wide trust decisions, so they should be installed only on machines where that trust policy is intentional.
