Makes sanitized Linux kernel API headers available for armv7l userspace builds. It is useful for cross-compiling programs that need target kernel interface definitions.
Kernel headers are build inputs and do not add a user-facing app. Keep them aligned with the target environment expected by the rest of the toolchain.
