Description

Legacy 32-bit programs can use compatibility functions commonly found on BSD systems. It helps software originally written with BSD APIs build and run on Linux without carrying local replacements for those routines.

This is developer/runtime compatibility infrastructure. It has no standalone interface and is usually installed because another program links against it.
